The Local Government Transparency Code

This code requires all local councils to publish their account information, showing revenue collected from on-street parking, off-street parking and penalty charge notices and associated expenditure.

The council has no jurisdiction in respect of on-street parking. Details of this are available from cars and parking (leicestershire.gov.uk)

The following is the information relating to our off-street car parks.

Financial year 2022 to 2023

Car park expenditure with amount:

  • Employees: £132,741
  • Premises: £279,498
  • Transport: £883
  • Supplies and services: £110,069
  • Central and administrative: £78,056
  • Total expenditure: £601,247

Car park income with amount:

  • Enforcement: £30,008
  • Season tickets: £25,485
  • Pay and display: £538,886
  • Contribution from outside bodies: £1,414
  • Other income: £5,556
  • Total income: £601,349

Surplus/deficit with amount:

  • Difference: £102

When there is a surplus, under Section 55 of the Road Traffic Regulation Act (1984) there are a number of areas which the car parking account can fund. These areas include, but are not limited to: 

  • Transport, highway or road improvements 
  • Environmental improvements (including reduction of pollution and improvement or maintenance of amenity)
  • Provision of outdoor recreational facilities available to the public without charge  

During 2022/2023, our expenditure included the following:

  • Environmental protection: £243,553
  • Street cleansing and enforcement: £1,098,034
  • Highways and transportation: £69,741.12
  • Street furniture: £4,348.24
  • Car park resurfacing: £54,049.15
  • Total expenditure:  £1,469,725.88
