What is street cleansing?
The council's street-cleansing team is responsible for keeping the borough clean and free of litter.

Why do we need it?
The quality of the local environment is important to people. The council operates to a cleansing standard set out in the Environmental Protection Act 1990 Code of Practice on Litter and Refuse.

Who does the work?
The street cleansing contract is carried out by the council's 'in-house' team.

How is the work carried out?
Streets are cleaned by using both mechanical sweepers, which cleanse the roads and footpaths, and by manually litter picking and sweeping the areas which need it.

There is a quick response Hit Squad to deal with other cleansing issues on the highway, such as fly tipping and dog fouling. The Hit Squad aims to deal with issues in the following time scales: 

  • Offensive graffiti - one working day 
  • Non-offensive graffiti - two to five working days
  • Fly tipping - two to five working days

Where does street cleansing operate?
We are responsible for all adopted highways; the cleansing of unadopted highways is the responsibility of the landowner. An unadopted highway is one that is not maintainable by the local authority, and is usually 'unmade' (i.e. no bituminous surface) or may consist of setts/cobbles.

  • Day, date and time you saw the issue
  • Where you saw it
  • What you saw

Who is responsible for cleaning the gulleys and weed control?
Highway gulley (storm drain) emptying and highway weed control is the responsibility of Leicestershire County Council. Visit the Leicestershire County Council website for more information.
