How to apply for a Hackney carriage or private hire vehicle licence

Applications must be completed in full and accompanied by the correct licence fee of £172. A refund will only be given if an applicant is unsuccessful in obtaining a licence. Once the licence has been issued no refund will be given.

Please note that we do not issue new vehicle licences to:

  • Vehicles that are older than five years from the date of their first registration with the DVLA
  • Vehicles with blacked out windows
  • Vehicles that are designed or constructed to carry more than eight passengers and the driver
  • Vehicles that are already licensed with another licensing authority (known as dual plating)
  • Hackney carriage vehicles that aren't side loading wheelchair accessible vehicles

What you must provide

When applying for a licence you must provide with your application these original documents:

  • Proof of ownership - Either the vehicle logbook or (known as the V5C) or a valid proof of purchase from the person you bought the vehicle from. This will be accepted temporarily until you have received your new logbook, when it must be brought to the council offices at Hinckley Hub so that it can be shown to Licensing within four weeks
  • A current insurance policy or cover note - This must have a minimum of 14 days cover on it
  • If the vehicle is more than one year old, an MOT pass certificate which has been carried out in a test centre within our borough. The only exception to this is if you bought the vehicle with an existing MOT certificate. You must book and pay for any MOT test yourself

If your application is rejected

If your application is rejected, the council will give written notification as to why the refusal decision was made. You have the right to an appeal to the magistrate’s court within 21 days of the decision rejecting the application.
