What is the Local Plan?
It’s the key planning document guiding development in the borough—covering housing, jobs, infrastructure, environment, design, for example.
What’s the current plan?
The current adopted Local Plan (2006–2026) includes:
- Core Strategy (2009)
- Hinckley Town Centre AAP (2011)
- Earl Shilton & Barwell AAP (2014)
- Site Allocations & Development Management Policies (2016)

Why are we reviewing It?
We’re preparing a new Local Plan to cover the plan period of 2024 to 2045. It will replace the existing documents and be published as a single plan.
How are we consulting?
All information regarding the consultation can be found in the Statement of Representations below, including: the subject matter covered, the consultation period, where to view the documents, how to make a representation, who can make representations, the submission of representations, consultation events, contact details and next steps.
Can I access a hard copy?
Yes - hard copies of key consultation documents are available to access at the Hinckley Hub and all libraries within the borough.

Why have the maps for Desford and the Borough-wide Policies Map been corrected?
The Settlement Boundary for Desford contained a factual inaccuracy and inadvertently omitted two consented developments. These errors have been resolved in the corrected Settlement Inset Map for Desford. No other changes have been made.
As a consequence, the Borough-wide Policies Map had to be corrected too. Again, no other changes have been made.
For transparency and audit purposes, the original Settlement Inset Map for Desford and Policies Map have been retained on the consultation web page and clearly labelled as 'Superseded'.

One of the reports published as part of this Regulation 19 Local Plan consultation is not currently fully accessible and this is acknowledged on our Accessibility Statement. This is because this is a lengthy technical report and requires further accessibility remediation work. The council has determined that publication of this report at this stage is necessary to support the statutory consultation process.
Known issues may include:
- Missing document tags required by screen readers
- Reading order issues
- Missing alternative text for images, figures or maps
- Tables that are not fully accessible
- Colour contrast issues
- Scanned content that cannot be read by assistive technology
We are working to address these issues and commit to making the report accessible by 31 December 2026.

What happens next?
After this consultation:
- Submission of the Local Plan to the Secretary of State targeted by 31 December 2026
- The plan then proceeds to Examination in Public
- If the Inspector determines that the plan is sound and legally compliant, then it will be adopted
