Regulation 17 Examination
Mr Timothy Jones has been appointed to independently examine the draft Bagworth, Thornton and Stanton Under Bardon Neighbourhood Plan. The Examination commenced on Friday, 5 September 2025.
Extra consultation on the Neighbourhood Plan
Mr Jones, the Independent Examiner, requested that we undertake a further consultation on the Bagworth Thornton and Stanton Under Bardon Neighbourhood Plan. This further consultation related to potential development sites in Bagworth and associated policies/designations. The directions given on this further consultation related solely to the village of Bagworth and its immediate vicinity. They did not specifically relate to Thornton, Stanton-under-Bardon, Merry Lees, or elsewhere in the neighbourhood plan area.
Prior to the consultation start date, notification was sent to all those who responded to the Regulation 16 consultation, the site representatives of the two potential development sites, all households in Bagworth village and any businesses in the vicinity of the sites (via letter). However, this consultation was open to all to respond.

- The Regulation 16 consultation version of the Bagworth, Thornton and Stanton-under-Bardon Neighbourhood Plan
- All other documents that were available at Regulation 16
- The Directions Note from the Independent Examiner
- Site Plan 1 - Land to the west of Almond Way (south of Jackson Road, Hawthorne Road and Chestnut Drive and west of Murphy Drive and Burditt Close)
- Site Plan 2 - West of Station Road and north of Howden Close
- The response form
Comments were invited on a limited number of questions only included the Directions Note above. Responses that covered matters outside this further consultation may be disregarded by the Examiner.
Comments were invited between 12 noon on Wednesday 7 January 2026 and 12 noon on Wednesday 4 February 2026. (Please note the consultation deadline was extended to take account of a technical problem with our centralised email inboxes).

Regulation 15 Submission & Regulation 16 Consultation
Bagworth & Thornton Parish Council (as the lead Qualifying Body for this neighbourhood plan) submitted the Bagworth, Thornton and Stanton Under Bardon Neighbourhood Plan to the Council in January 2025, and the Council accepted this submission on 14 February 2025.
As a result, the Bagworth, Thornton and Stanton Under Bardon Neighbourhood Plan was subject to consultation, called the Regulation 16 Submission Consultation. The consultation ran for just over six weeks, from 12pm Friday 14 March 2025 to 12pm Tuesday 29 April 2025.
