Supporting residents with life-limiting illnesses
Working together
We are committed to ensuring that residents facing a life-limiting illness receive the financial and practical support they need — with dignity, compassion, and urgency.
In line with the findings of the Marie Curie Dying in Poverty report, we recognise that no single policy or service can meet every need. That’s why we are working collaboratively across departments and agencies to build a joined-up, person-centred approach.
A coordinated response
To ensure no one falls through the cracks, we are initiating conversations with:
- Housing and welfare support services
- Department for Work and Pensions (DWP)
- Local authority revenues and benefits teams
Our aim is to establish a clear process where every case has a single point of contact (SPOC), ensuring that all relevant benefits, grants, reliefs, and discretionary support are picked up and actioned swiftly.
Fast-tracked support
Residents with a terminal diagnosis (supported by an SR1 form) are eligible for fast-tracked access to:
• Personal Independence Payment (PIP)
• Universal Credit (UC)
• Employment and Support Allowance (ESA)
• Attendance Allowance (AA)
• Disability Living Allowance (DLA) for children
• Council Tax Support (CTS) – means-tested but prioritised for eligible applicants
• Household Support Fund – for essential costs such as food and fuel
We also retain discretionary powers to support residents experiencing severe financial hardship, ensuring flexibility where standard criteria may not apply.
Data and insight
To strengthen our approach and respond to future requests for evidence or funding, we will begin tracking:
- Number of contacts made
- Cases supported
- Outcomes achieved
This data will help us demonstrate impact, identify gaps, and advocate for further support where needed.
Our commitment
We understand that facing a terminal illness is an incredibly difficult time. Our role is to make sure that financial stress does not add to that burden. We are here to help — with empathy, urgency, and respect.
