The Local Government Transparency Code
This code requires all local councils to publish their account information, showing revenue collected from on-street parking, off-street parking and penalty charge notices and associated expenditure.
The council has no jurisdiction in respect of on-street parking. Details of this are available from cars and parking (leicestershire.gov.uk)
The following is the information relating to our off-street car parks.
Financial year 2024 to 2025
Car park expenditure with amount:
- Employees: £171,744
- Premises: £288,511
- Transport: £582
- Supplies and services: £134,070
- Central and administrative: £205,818
- Total expenditure: £800,725
Car park income with amount:
- Enforcement: £17,239
- Season tickets: £37,958
- Pay and display: £604,622
- Contribution from outside bodies: £13,588
- Other income: £1,790
- Total income: £648,020
Surplus/deficit with amount:
- Difference: £152,705

When there is a surplus, under Section 55 of the Road Traffic Regulation Act (1984) there are a number of areas which the car parking account can fund. These areas include, but are not limited to:
- Transport, highway or road improvements
- Environmental improvements (including reduction of pollution and improvement or maintenance of amenity)
- Provision of outdoor recreational facilities available to the public without charge
During 2024/2025, our expenditure included the following:
- Environmental protection: £291,665
- Street cleansing and enforcement: £1,242,343
- Highways and transportation: £86,270.52
- Street furniture: £4,180.32
- Car park resurfacing: £84,818.19
- Total expenditure: £1,709,276.72
