The Local Government Transparency Code

This code requires that all local councils must now publish their account information showing revenue collected from on-street parking, off-street parking and penalty charge notices and associated expenditure.

The council has no jurisdiction in respect of on street parking. Details of this are available from cars and parking (

The following is the information relating to our off street car parks. A minus symbol is income to the council and a surplus of income over expenditure.

Financial year 2016 - 2017

Car park expenditure with amount:

  • Employees: £97,193.40
  • Premises: £229,895.11
  • Transport: £823.03
  • Supplies and services: £104,102.30
  • Central and administrative: £57,449.46
  • Total expenditure: £489,463.30

Car park income with amount:

  • Enforcement: -£32,255
  • Season tickets: -£64,518
  • Pay and display: -£509,953.25
  • Contribution from outside bodies: - £19,477.71
  • Other income: -£7,378.94
  • Total income: -£633,583.25

Surplus/deficit with amount:

  • Difference: -£144,119.95

When there is a surplus, under Section 55 of the Road Traffic Regulation Act (1984) there are a number of areas which the car parking account can fund. These areas include, but are not limited to: 

  • Transport, highway or road improvements 
  • Environmental improvements (including reduction of pollution and improvement or maintenance of amenity)
  • Provision of outdoor recreational facilities available to the public without charge  

During 2016/17 our expenditure included the following:

  • Environmental protection: £207,288.39
  • Street cleansing and enforcement: £756,367.90
  • Highways and transportation: £91,208.01
  • Street furniture: £7,873.56
  • Car park resurfacing: £4,000
