Brownfield register overview

The council is required to keep a register of brownfield land in the district that is considered to be appropriate for residential development.

What is the purpose of the register?

The Brownfield Land Register is a list of previously developed sites that may be suitable for residential development or are already under construction for residential development. The register will be published online and updated on an annual basis. The register is split into two parts:

  • Part one is a list of brownfield sites across the district that are suitable for residential development, regardless of their planning status
  • Part two is a list of the sites from part one which the council has chosen to grant 'permission in principle'. This is a new type of planning permission that approves the fundamental principles of development on a site - the use, location, and scale of development - after undertaking necessary publicity, notification and consultation. When a site has 'permission in principle', a developer will still need to obtain 'technical details' consent before proceeding with any building work

What sites are included on the register?

To be included on the register, sites must be previously developed land (definition provided by the National Planning Policy Framework) and meet all of the following criteria:

  • At least 0.25 hectares in size or capable of supporting at least five dwellings
  • Meet the government's criteria for being suitable, available and achievable for residential development (as set out in the relevant regulations)

Sites on the register have been sourced from the council's Strategic Housing and Economic Land Availability Assessment 2017/18 (SHELAA).
