Hackney carriage and private hire taxi policy consultation 2022

What was it all about?

Hinckley & Bosworth Borough Council (HBBC) reviewed its existing policies in response to government guidance issued by the Minister for Transport called the ‘Statutory Taxi and Private Hire Vehicle Standards’.

All councils responsible for licensing taxis have a legal duty to do this.

Consultation

The council consulted on a new draft policy for how it licences taxi and private hire vehicles, operators and drivers. Members of the public, the taxi trade and other parties such as representatives of disability groups, local partnerships and transport user groups were invited to read the policy and feedback to the council. All views were considered as part of the decision-making process.

Proposed changes included new applicants undertaking mandatory safeguarding training, a driving test and licence holders registering with the DBS update service making it easier for the council to find out if they receive any criminal convictions.

We also updated our policy on the licensing of vehicles used as taxis and private hire vehicles in order to encourage the take-up of greener, less polluting vehicles.

How you could get involved

The consultation ran from 1 March 2022 to 30 June 2022. Consultees were invited to read our draft taxi licensing policy and then provide any comments to us.

Results

The policy document was approved by the council on 1 November 2022
