How to access the houses in the HMO register

There are two ways to get access to the register of licensed HMOs in the borough. You can either make an appointment with the Private Sector Housing team at the council to come to the Hinckley Hub and view the full licence, or you can request a certified copy of it as per your right to do so under Section 232 of the Housing Act 2004. There is no obligation on the council to make the register available electronically since publication on the internet may be unfair and excessive given the potential for ease of access by a large number of people.
There is no charge to view the register at the Hinckley Hub providing no attempt is made to copy it. You can make an appointment to view it during our normal opening hours. It is important to make an appointment as the register is held securely on a computer and will not be available if you come without an appointment. Please note, the licence holders' names and addresses are included as those are required to be included by the regulations. However, the HMO owners' names and addresses are personal data and are therefore not disclosed.
Purchase a PDF copy of the full register
The HMO Register can be sent to you in the post or as a PDF version by email. The council is authorised in the Housing Act 2004 to recover its costs of producing and sending a copy of the HMO register, and this cost is currently £40.
The reason we supply the register in PDF format is due to us following advice from the Information Commissioner's Office to try and limit the potential of the information being easily shared which may otherwise be a breach of the Data Protection Act 2018. We will not supply the register in any other format.
To request a physical or PDF version of the register, you will need to make the payment first. When completing the online request and payment form, state in the details section whether you require it to be emailed or posted to you. We aim to send the copies of the HMO register out within two weeks of receipt of payment.
The licence holders' names and addresses are included as those are required to be included by the regulations. The HMO owners' names and addresses are personal data and therefore are not disclosed.
Information exempt from disclosure under the Freedom of Information (FOI) Act.
Requests to see the full HMO register are exempt from disclosure under FOI, due to the council's obligations under section 232 of the Housing Act 2004 to someone who requested a copy of the HMO Register and paid the required fee. The council would therefore advise you to follow the options above for ways to view or pay for a certified copy of the register, as per your right to do so under the Housing Act 2004.
