The Self-build and Custom Housebuilding Act 2015
Applications for the carrying out of self-build and custom housebuilding
Eligibility
In considering if a proposed home is for self-build or custom housebuilding, the council must be satisfied that the initial owner of the home will have primary input into its final design and layout.

Planning application
If you are interested in submitting an application which includes the proposed carrying out of self-build and custom housebuilding:
- The term 'self-build' or 'custom build' should be included in the description of development
- A self-build and custom housebuilding evidence form should also be completed, signed and submitted with your planning application to the council
- If there is a proposed net gain in residential units, the proposed self-build and custom build units should be indicated in section 17 of the planning application form
- If the proposal meets all conditions to qualify for an exemption from biodiversity net gain requirements as a self-build or custom build, it is required to prove why this is the case in the planning application form
In addition, you can provide any other relevant documentation which you think will help the council make a decision on the application. Reference can also be made to self-build or custom housebuilding throughout other submission documents.
A legal agreement will be sought prior to determination of a planning application, to ensure that the development is secured for the carrying out of self-build and/or custom housebuilding.
Pre-application advice
Pre-application advice can be sought ahead of submitting a planning application.
