What's it all about
We are thinking about setting up a new town council for Hinckley to give residents a stronger local voice and improve how services are delivered. Before we do so, we want to hear from anyone with an interest in Hinckley, so whether you are a Hinckley resident, business, visitor, or voluntary and community group, we want to hear what you think.
What’s happened so far
- Why the review?
- Hinckley & Bosworth Borough Council decided to review how the unparished area of Hinckley (the parts of town without a parish or town council) is governed. This was prompted by government plans for local government reorganisation which will replace all district and county councils in Leicestershire with larger ‘unitary’ authorities and local calls for a review. The aim is to improve community engagement, strengthen local democracy, and make local services more effective and convenient
- How did the review start?
- The review officially began in July 2025, with Hinckley & Bosworth Borough Council inviting feedback from residents, local groups, businesses, and other stakeholders. The council used various methods to reach people, including online consultations, social media, emails, and public displays
- What did people say?
- In the first phase of public consultation, 79 people responded (about 0.28% of the electorate). Nearly half were happy with the current arrangements, while others highlighted the importance of local identity and decision-making. Some supported creating a new town council, especially if future government changes affect how Hinckley is run
- What’s being proposed?
- Based on the feedback, the council’s working group has drafted recommendations to:
- Create a new parish for Hinckley, covering the existing borough wards
- Set up a new 'Hinckley Town Council' with 20 councillors, divided into four wards
- Hold the first elections in 2027

- What sort of services would Hinckley Town Council provide?
- The new town council could take on local services like parks, community events, and amenities, but which services it provides would be up to the council
- Most services are optional for the town council, and some would remain with the borough or county council until they transfer to the new unitary council
- How will this affect council tax?
- Hinckley residents would continue to pay a proportion of their council tax towards the cost of providing local services in Hinckley, just as they do now. However, the exact amount can’t yet be confirmed — it depends on which services the new town council decides to take on
- Why is the council asking for your opinion now?
- The council wants to make sure any changes reflect what local people want and need. They are now sharing these draft recommendations and asking for your views before making any final decisions
- This is your chance to have a say on whether Hinckley should have its own town council, how it should be set up, and what it should do
