A single parent claiming child benefit

Guidance notes

To qualify for this council tax discount:

  1. The child must be over 18 years old
  2. The liable person receives child benefit for the child living with them

What reduction will I receive?

The reduction in your council tax bill depends on the number of people who are eligible to pay council tax (liable adults) who live in your property:

  • If there are two or more adults and another person within the household turns 18, but child benefit is still in payment for that 18-year-old, there is no discount
  • If there is one adult and another person within the household turns 18, but child benefit is still in payment for that 18-year-old, there is a 25% discount

Please note that an exemption will not apply if a person within the household turns 18 and:

  • Child benefit is still in payment for that 18-year-old
  • The person lives alone or lives in the property along with other students or school leavers

However, if the person is in full time education, they may apply for a student discount. If they have recently completed a full-time education course or a qualifying course and they are under 20 years old then they may apply for a school or college leaver discount. In both of these cases an exemption can be granted.

Who should complete the application form?

Each person named on the bill.

What additional information do I need to supply with my application form?

None.

What should I do about paying my council tax before my application has been assessed?

The bills previously issued to you must be regarded as correct and due for payment as requested.

When will this discount end?

The discount will end on either the person’s twentieth birthday or on 1 November following the start of the discount, whichever comes first.

What should I do if the payment of child benefit comes to an end?

Notify us, the council tax billing authority, within 21 days of the change occurring.

When will my discount start?

If you qualify for the child benefit discount, your reduction in your council tax bill will start from the date the person for whom another person is entitled to child benefit becomes 18.
