Summary of variation to noise abatement notice schedule requested by RML

The requested variations make reference to race days (R1), high noise days (N1) and medium noise days (N2). Each request is followed by a description of it, followed by the proposed variation to the noise abatement notice (NAN) schedule:

  • Request: A 20-minute lunch break during the annual Boxing Day Plum Pudding event. Due to the time of year, the operating hours are only usually between 10am and 3:30pm and therefore we cannot utilise the full 7.5 hours of circuit activity that the Abatement Notice allows us. Thus, a reduced lunch break would result in an earlier finish, and prevent spectators from having to stand around, usually in the cold, for a prolonged period of time. This request has been agreed previously and is now requested as a permanent change
  • Description: Paragraph 1 of the schedule requires all motor vehicle activities to have a minimum one hour continuous lunch break between the hours of 12pm and 2pm. This request would enable a shorter lunch to take place only on Boxing Day
  • Proposed variation to NAN schedule: Paragraph 1 amended by the addition of ‘except the 26 December when it shall be a minimum of 30 minutes’
  • Request: One three-day event per year that is Friday, Saturday and Sunday, in addition to the six double weekends currently permitted. Not to be taken in the same month as a double weekend, and a quiet weekend would follow. RML seek a permanent change to enable this. This request has been agreed previously and is now requested as a permanent change
  • Description: Paragraph 4 of the schedule says that there will be no noisy days three days in row. A noisy day is defined as a race day (R1), high noise day (N1) and a medium noise day (N2). This request seeks to allow one weekend a year which has three noisy days in a row. Paragraph 6 of the schedule says that there will be a maximum of six weekends a year which have two consecutive noisy days and there will be no more than one of these a month. The request would mean that there are seven weekends where there would be two (and on one occasion three) noisy days in a row. Paragraph 7 of the schedule requires that the weekend after a noisy weekend would consist of two quiet days
  • Proposed variation to NAN schedule: Paragraph 4 to be amended by the addition of ‘except one agreed weekend event per year as per paragraph 6’. Paragraph 6 to be amended by the addition of ‘except one per year when three consecutive noisy days are permitted’
  • Request: Increased flexibility in relation to clause 13. Currently, a midweek N1 day cannot be followed by a weekend R1/N1 day or vice versa. We request permission to have the choice between operating an N1/R1 on a Saturday or a Sunday after a Friday. This request has been agreed previously and is now requested as a permanent change
  • Description: Paragraph 13 requires there to be at least one non-noise event or one quiet day between a noisy day at a weekend and a high or medium noise day in weekdays. So if there was a high or medium noise day on a Friday then the noisy day would have to be on a Sunday. The requested variation would allow this
  • Proposed variation to NAN schedule: Paragraph 13 to be amended by the addition of 'except one Friday per calendar month but not preceded by a N1 or N2 day or followed by two weekend noisy days’
  • Request: To hold an additional 12 days from 2022, bringing the total operating days to 106. These extra days will be eight additional N1 days and four additional N2 days. These N1 and N2 days are to be used in the period March to October each year on weekdays to a maximum of two per week
  • Description: Paragraph 9 of the schedule places a maximum number of 40 high noise days (N1) on weekdays but no more than one per week. Paragraph 10 of the schedule sets a maximum number of 14 medium noise days (N2) per year on weekdays but no more than one per week. The request would require paragraph 9 to be amended to have a maximum of 48 high noise days and to remove the restriction on no more than one per week to a maximum of 2 per week. The request would require paragraph 10 to be amended to have a maximum of 18 medium noise days and to remove the restriction on no more than one per week to a maximum of two per week
  • Proposed variation to NAN schedule: Paragraph 9 to be amended to read 'A maximum number of 48 High Noisy Days (N1) shall be permitted per year on weekdays but in no circumstances shall more than two such days take place each week and on no more than 12 occasions.'
  • Paragraph 10 to be amended to read 'A maximum of 18 Medium Noise Days (N2) shall be permitted per year on weekdays but in no circumstances shall more than two such days take place each week and on no more than 12 occasions'
  • Request: To include bank holiday Friday in the definition of a 'Weekend' in section I of the schedule
  • Description: Section I of the schedule defines a 'Weekend' as either any period consisting of consecutive Saturday and Sunday together with any immediately-following Bank Holiday Monday or the period from 26 December (Boxing Day) through to 28 December (inclusive). The request would mean that events permitted on a weekend would also be permitted on Good Friday or any other bank holiday Friday
  • Proposed variation to NAN Schedule: Section I of the schedule to be amended to 'weekend' means either any period consisting of consecutive Saturday and Sunday together with any immediately preceding Bank Holiday Friday, any immediately following Bank Holiday Monday or the period from 26 December (Boxing Day)  through to 28 December (inclusive)
