Witherley Neighbourhood Development Plan

Witherley Parish Council undertook their Regulation 14 pre-submission consultation from Friday 20 November 2020 to Friday 22 January 2021. Hinckley & Bosworth Borough Council (HBBC) submitted representations to this consultation, with comments on the plan as a whole, consultation practices, and individual policies and proposals. Strategic Environmental Assessment screening determination - November 2020

The purpose of a screening statement is to set out a screening opinion in relation to whether a Strategic Environmental Assessment (SEA) is required to accompany the development of a neighbourhood plan. The screening statement is also consulted, and three statutory consultation bodies are to give their opinion on whether a SEA is required.

The borough council has issued a SEA screening report and determination in relation to the draft Witherley Neighbourhood Plan. The screening determination is that a strategic environmental assessment and habitat regulations assessment of the Witherley Neighbourhood Plan is not required due to there being no adverse comments from the statutory consultation bodies and for the reasons set out in the Witherley strategic environmental assessment screening statement.

Designation of the neighbourhood area - March 2017

In January 2017 Witherley Parish Council submitted an application to designate a neighbourhood area in order to prepare a neighbourhood development plan to cover the whole area of Witherley parish. A six-week public consultation on whether this was an appropriate area to designate for the purpose of undertaking a neighbourhood development plan ended on 20 March 2017.

The application contained:

• Witherley Neighbourhood area application statement

Following the consultation, the borough council has formally designated the Witherley Neighbourhood Area for the purpose of producing a neighbourhood development plan.
