Next steps
Following the close of the Regulation 14 consultation on 5 June 2026, Newbold Verdon Parish Council will review all comments and consider whether changes are required to the draft Newbold Verdon Neighbourhood Plan. The Plan will then be revised as appropriate and prepared for submission to the Borough Council, alongside all other required submission documents, at Regulation 15 stage. Further updates will be provided once available.
Regulation 14 consultation
Newbold Verdon Parish Council, as the Qualifying Body, are currently carrying out a Regulation 14 consultation on the draft Newbold Verdon Neighbourhood Plan from 22 April to 5 June 2026.
Stakeholders have been invited to comment on the Plan, alongside its appendices and supporting documents, during this consultation period, which are available on the Newbold Verdon Parish Council website (newboldverdon-pc.gov.uk).
Strategic Environmental Assessment (SEA)
Following the Regulation 14 consultation in 2020, further work was completed on the Newbold Verdon Neighbourhood Plan. Due to the amount of time that had passed and the level of changes to the plan contents, including but not limited to new site allocations, a draft of the Newbold Verdon Neighbourhood Plan was submitted to the Borough Council in 2025 with a request for updated SEA screening.
Following a formal screening issued (30 October 2025), it has been determined that the Newbold Verdon Neighbourhood Plan must be subject to a Strategic Environmental Assessment (SEA). This requirement arises due to the plan’s potential to cause significant effects on heritage assets, including listed buildings, a scheduled monument and the Newbold Verdon Conservation Area. These impacts fall within the scope of the SEA Directive (Directive 2001/42/EC) and associated regulations. The conclusion is supported by all three statutory environmental bodies (Historic England, Natural England and Environment Agency). You can view the documents associated with the SEA screening below:

AECOM, on behalf of the Parish Council, have since issued the SEA Environmental Report in March 2026. This SEA Environmental Report will seek to ensure that environmental considerations, particularly those relating to the historic environment as identified through the screening process, are fully assessed and addressed as the Neighbourhood Plan progresses. Previous Neighbourhood Plan progress
At its meeting on 7 May 2020, Newbold Verdon Parish Council unanimously agreed to make the decision to withdraw a previous version of the Newbold Verdon Neighbourhood Plan and repeat the process. Designation
Newbold Verdon Parish Council submitted an application in 2016 to undertake a Neighbourhood Development Plan following the Newbold Verdon parish boundary. In accordance with the Neighbourhood Planning (General) Regulations 2012, the Borough Council publicised the Parish Council’s application. A consultation on the proposed neighbourhood area ran for four weeks from Friday 1 July 2016 through to 5pm on Friday 29 July 2016. Following this consultation, the Borough Council formally designated the Newbold Verdon Neighbourhood Area for the purpose of producing a neighbourhood development plan.
