The council's enforcement procedures

It is our duty to protect public health by making sure drains serving one property (if the drain is within the property boundary) are working properly. Otherwise, the responsibility is with Severn Trent Water.

We do this by giving advice or taking legal action to ensure blockages are cleared and repairs are made by those responsible. But it is the responsibility of the property owner to ensure their drainage system is in full working order prior to it leaving their boundary or prior to it joining another pipe.

We no longer offer a clearance service to domestic properties where the blockage is within the individual property boundary and only serves that property. Property owners must contact a private contractor to have blockages removed.
