Rural Needs Supplementary Planning Document

Housing needs surveys

The Rural Needs Supplementary Planning Document (SPD) (paragraph 3.15) commits to a rolling programme of housing needs surveys to be carried out in each rural parish in the borough. Once completed, these surveys provide a clear picture of the number and type of households who cannot currently meet their housing need through the open housing market.

This information can then be used to support the delivery of new affordable housing in rural parishes through:

  • Planning gain (securing affordable housing through section 106 legal agreements)
  • Rural Exception Sites (securing land for affordable housing which would not otherwise be available)

Midlands Rural Housing Association is currently responsible for a programme of surveys on behalf of the rural district councils in Leicestershire. View the future programme and the results of the housing needs surveys (midlandsrural.org.uk) carried out to date.
