SHELAA overview
The Strategic Housing and Economic Land Availability Assessment (SHELAA) is an evidence-based document to inform the plan-making process.
The main role of the SHELAA is to:
- Identify sites and broad locations with potential for development
- Assess their development potential
- Assess their suitability for development and the likelihood of development coming forward (the availability and achievability)
SHELAA reviews are prepared in line with the Leicestershire authorities' joint methodology, as well as Hinckley & Bosworth Borough Council’s own methodology, which can be found below:
Overall, the purpose of the SHELAA is to form part of the evidence required for the Hinckley & Bosworth Borough Local Plan in line with national policy requirements.
A SHELAA report is not a decision-making document, and it does not in itself determine whether or not a site should be granted planning permission or allocated for development.
Call for Sites 2025
The purpose of the 'Call for Sites' is to provide an opportunity for anyone to submit a site to us to be considered for allocation and future development, as part of the preparation of the Local Plan. This helps to ensure that sufficient land supply is available across the borough to meet our development needs.
Key dates and deadlines for the Call for Sites 2025 include:
- New site submissions will be accepted into the SHELAA 2024 from 12pm on Thursday, 17 April 2025
- New development sites submitted before 12pm on Sunday, 18 May 2025 will be considered as part of both the SHELAA 2024 Addendum review and the current Local Plan review (2024 – 2045)
- Any further new development sites submitted after 12pm on Sunday, 18 May 2025 and before 12pm on Friday, 17 October 2025 will still be included as part of the next SHELAA review but may not be considered as part of this Local Plan (2024 – 2045). Instead, they are likely to be considered in a future Local Plan review

SHELAA 2022
The SHELAA 2022 is the council's most recently published SHELAA review, and the associated documents can be accessed by proceeding to the next section: SHELAA report 2022
The cut-off for inclusion of new site submissions for assessment in the SHELAA 2022 was 31 May 2022.
SHELAA 2024
New sites and updated existing assessment sites submitted after 31 May 2022 and before the relevant call for sites period closed (27 September 2024 for employment land uses and 31 May 2024 for all other land uses) will be assessed in the SHELAA 2024 Review.

Work on assessing the sites included in the SHELAA 2024 Review has started and is ongoing. Updates will be provided below when they become available:
- Consultations with key stakeholders are closing soon
- Officers are visiting the final assessments sites over the coming weeks
- Overview maps are now published and can be accessed through the links above
SHELAA 2024 Addendum
New sites and updated existing assessment sites submitted between 17 April 2025 and 17 October 2025 will be assessed in the SHELAA 2024 Addendum Review.
The purpose of the SHELAA 2024 Addendum will be to assess any new sites or existing sites with amendments following the close of the previous Call for Sites only, to ensure assessments are updated in a timely manner and reflect the full list of assessments sites submitted in the borough.
Work on the SHELAA 2024 Addendum has not started yet, and will begin once the SHELAA 2024 review is finalised and published.
However, for transparency on the latest updates and new sites that will be included in the SHELAA 2024 Addendum, interim overview maps have been prepared. These interim overview maps are subject to change until the Call for Sites 2025 closes at 12pm on Friday 17 October 2025. The interim SHELAA 2024 Addendum overview maps can be accessed below:
- Interim SHELAA 2024 Addendum overview maps (up to date as of Friday 12 September 2025. Subject to change through any further updated site or new site submissions before 12pm on Friday 17 October 2025)
Only those settlements with updates and new sites have been included. If a settlement has not been included, this means the SHELAA 2024 overview maps remain the latest (as of Friday 12 September 2025). This may be subject to change until the Call for Sites 2025 closes at 12pm on Friday 17 October 2025.
Further updates will be provided below when they become available.
- Final SHELAA 2024 Addendum overview maps will be published as soon as practicable following the close of the Call for Sites 2025 (12pm, Friday 17 October 2025)
