What is the Local Plan?
It’s the key planning document guiding development in the borough - covering, for example, housing, jobs, infrastructure, environment and design.
What’s the current plan?
The current adopted Local Plan (2006–2026) includes:
- Core Strategy (2009)
- Hinckley Town Centre AAP (2011)
- Earl Shilton & Barwell AAP (2014)
- Site Allocations & Development Management Policies (2016)
Other development plan documents include:
- Made neighbourhood plans
- Leicestershire Minerals & Waste Local Plan (2019)
Why are we reviewing It?
We’re preparing a new Local Plan to cover the plan period of 2024 to 2045. It will replace the existing documents and be published as a single plan.
What have we previously consulted on?
We’ve held several formal consultations on the Local Plan Review since 2018, including:

What happens next?
After this consultation:
- We’ll review feedback and finalise evidence
- A Regulation 19 pre-submission version of the Local Plan will be prepared and published for consultation in 2026
- Submission of the Local Plan to the Secretary of State targeted by November 2026
